Things employers need to know before the new system goes live:
Why are logins changing?
- Logins are being updated to enhance the security measures of your NUI ESS account.
- Your username will be your email address.
- The new password requirements are as follows:
- Be at least 14 characters in length
- Contain both uppercase and lowercase letters
- Contain both letters and numbers
- Contain a special character
- Cannot contain any part of first/last name
- Cannot include more than 4 sequential characters
- Cannot include more than 4 repeating characters
Contributions and Wage Report
Use this option to report gross wages, non-taxable wages, taxable wages, and wage details for a calendar quarter. The Contributions and Wage Report can be filed in NUI ESS using the following methods:
- EFW2 File Upload:Employers and agents can upload the quarterly wage detail and summary data utilizing State and Federal specifications based on the Social Security Administration's Electronic Filing W2 format.
- Wage File Upload:Employers and agents can upload a Comma Separated Value (CSV) or Excel file (.csv, .xls, and .xlsx file formats are supported).
- Manually Enter Report:Employers and agents can manually data enter all the required data elements. This method is recommended for employers with less than 100 employees. The system reduces data entry by pre-populating the employee SSN and name fields for employers who have previously submitted Wage Reports. The employer and agent can add or delete employees from this initial listing and must manually enter the required payroll amounts for each employee.
No Payroll Report
Use this option when the employer did not pay wages during the calendar quarter and will not owe any taxes.

Who's responsible for setting up new accounts if there is a third party involved?
Each individual log in for the system must be unique. If you are an employer and wish to view your account, you will need to complete the log in information. If you have an existing TPA and do not wish to view your account, no action needs to be taken.

How will bulk uploads work for payment by TPA?
TPA’s have the option of printing a Payment Voucher with all accepted EFW2 reports, ACH Debit Authorization can be shared by the employer or ACH Credit will remain the same in the new system.
How will employers grant access to TPA?
Employers have the option to log in and grant access to the NUI system or as an enhancement with our NUI system, TPA’s can request that a letter be sent to the employer which will provide them with a user code that the TPA can log in and utilize to establish TPA. This letter code is only utilized to establish TPA and will not be required every time the account is accessed by the TPA.

The FEIN of the Reporting Services is being utilized to transfer the current listed clients. Employers will use the Administrator email to grant access to the TPA account.

Established accounts will transfer to the NUI system. Every account will require a new user log in. You will have access to create your log in credentials on February 20, 2024. At that time, your staff will need to create their own unique log-in.
Regarding the 1st stage of the rollout that's planned for Feb 2024, it says the new login is the email address. Does the email address have to be unique? I work in an accounting office and help clients submit UI reports on their behalf but have used the same email for all the clients who do not wish to use their email addresses. How would the rollout work in that regard? And what about the existing accounts? How do those get transferred over if they are linked to a single email address?
Each individual log in for the system must be unique. Representatives of a Reporting Service or TPA should establish a TPA account to be utilized to view their clients’ accounts in NUI. The TPA will need to log in with their own email and password, which is not to be shared in the NUI system. This log in will be able to view all listed employer accounts that have given them authorization within the NUI system to view their information. A Reporting Service or TPA should not log in as an internal representative of the account. Previous established POA’s will transfer to the NUI system if they are attached to a TPA account.
We have multiple companies; will we be able to use one email for multiple companies or do they have to be different in the new system?
The NUI system will allow (by agency authorization only) for companies that are owned or like businesses to be linked under one email account. This functionality was built for only internal representatives of businesses to be able to utilize one email log in.

Which indicator will the new system use to recognize the clients that are transferred to the new system?

As a TPA, do we need to have authorization on file with the agency in order to submit bulk files for all of our Employers?
No, the TPA/Power of Attorney is not required in order to bulk EFW2 file for your clients, however the agency will not be able to provide any details regarding the account if you reach out needing assistance with the account or filings.
Will paper Power of Attorney no longer be needed?
Clients will authorize TPA’s using several options available in NUI. The use of Paper POA in the State of Nevada was discontinued as of February 2016.
Can multiple TPA's hold the same role?
Yes
Can there be more than one administrator for the NV website that can create secondary logins?
Yes
Can we continue to include clients with no payroll to report on our bulk e-files?
Yes, EFW2 files will process no payroll reports to accounts with an active status. When filing, the system will notify you to remove the report if the account is no longer active and then you can reprocess the file back to the agency.
Can multiple files be uploaded on the same day?
Yes, multiple files can be uploaded on the same day.
Can you file on client’s behalf without them being linked to the TPA online account?
Yes, however, only available upload options can be utilized.
Will TPAs need to register for an ACH credit account even though were already paying by ACH Credit?
No, if ACH Credit is already established, no further action will be needed.
Will clients need to complete an ACH credit authorization form for their TPA to send ACH Credit payments on their behalf?
TPA’s who require the agencies financial information will need to submit an ACH Credit Authorization form. If this information has already been obtained, no form is needed.
Can you pay on client’s behalf without them being linked to the TPA online account?
Yes, payments can be made via ACH Credit through your banking institution, or you can make a payment to the employer of your choice through the ESS home page without logging into an account.
Will paper ACH Debit Authorization forms still be needed?
Employers will be able to set up a payment channel at the time of payment, which can be stored for future use if requested.
Will there be a change to Employer Account Numbers?
Existing employer accounts will remain the same. Future employer registrations will be issued a randomized number instead of a sequential number in the series.

Will there be an electronic file for Benefit Charge Statements available for download from the site?
This was a suggestion that the agency is reviewing for possible implementation at a later date.
Will there be some type of rate exchange option?
Yes, as a TPA you can pull a rate file of any employers for which you have valid power of attorney registered within the system.
Do employers need to register with DETR first before registering with the new online system?
Beginning on February 20, 2024, employers will be able to register with DETR for a UI account number using the new Employer Self Service portal (NUI ESS). This registration will also allow them to immediately sign up for a NUI ESS logon to their new account.

What happens if no amount is due-will the system prompt another action? Will we be able to move forward and skip this section?
If no amount is owed you can certify and submit your report, without payment.

Will we be required to submit benefit charge protests online, or can we still submit those via mail?
The submission of benefit charge protests online is not a requirement, although you can submit them through this method if preferred.
Can Amended Returns (Statements to Correct) still be remitted by paper after the NUI is launched?
To expedite any corrections, the agency is strongly recommending that all changes be entered online through your Employer Self Service portal. This will prevent any unnecessary charges from accumulating on your account. The agency will accept paper; however, interest will continue to accrue on the corrected wage information until the date of processing by the agency and payment is made (if applicable).
What is the maximum size for an EFW2 file upload? Is there a file size limit?
200 MB
When a user uploads an EFW2 bulk file with errors, the system displays the errors. Is there an "export errors option"?
Currently, no. However, this functionality will be implemented at a later date. Until such time, TPA’s will be able to cut and paste the information into a separate document while the error list is being worked.
Are there any changes to the bulk filing specs in light of the new NV modernization project?
The filing formats for EFW2, CVS and Comma Tab Delimited will not be changing. We will be adding an Excel option for filing.
If a file contains errors, does the entire file need to be resubmitted, or will those clients without errors be uploaded successfully?
All errors will need to be corrected and the file will need to be resubmitted in its entirety after resolution of the issues.

The modernization aims to make the process of filing for unemployment easier for Nevadans. The new system will collect unemployment taxes, pay benefits and process appeals. It is also designed to handle tough economic times, prevent fraud, and implement new benefit programs quickly. The funds for the project totaling 72 million dollars came from the federal government’s American Rescue Plan Act grant and have been approved for distribution by the legislature. FAST Enterprises was selected as the vendor for the UI Modernization Project. To ensure all teams are working together and meeting deadlines, DETR has also hired CSG Government Solutions, a project management consultant.
